2008 FAST NATIONAL TOURNAMENT PLAYING RULES

RULES: ASA RULE BOOK, NATIONAL PLAY IS IN EFFECT WITH THE FOLLOWING MODIFICATIONS
TIME LIMITS: 1:30 NO NEW INNING, COMPLETE ONLY IF NECESSARY. TIME STARTS WHEN YOU BREAK PREGAME CONFERENCE AT PLATE
RUN RULES: 12 AFTER 3, 10 AFTER 4 AND 8 AFTER 5. GAMES CAN END IN A TIE DURING POOL PLAY
LINE UPS:  ALL PLAYERS MUST BE LISTED. FIRST & LAST NAME AND NUMBER. WE WILL ADOPT THE USE OF AN EP. THE DP & FLEX RULE STILL APPLIES. ANY 9 OF THE PLAYERS ON YOUR LINE UP CARD CAN PLAY DEFENSE AT ANY TIME. FLEX HITTING FOR DP WILL STILL BE A SUBSTITUTION. ALL PLAYERS (STARTERS AND SUBS) WILL HAVE RE-ENTRY PRIVILEGES
COIN TOSS: PLAY ONLY. FLIP AT HOME PLATE.  HIGHER SEED DURING ELIMINATION GAMES WILL HAVE CHOICE OF HOME OR VISITORS
CONFERENCES: 1 OFFENSIVE PER INNING. 3 DEFENSIVE PER GAME
TIE BREAKER: LAST BATTER IN LINEUP FOR THAT INNING WILL START AT 2nd BASE. AND THEN FROM 3rd BASE FOR EVERY INNING AFTER
COURTESY RUNNERS: FOR PITCHER AND CATCHER. MUST BE AN ELIGIBLE PLAYER WHO HAS NOT BEEN IN THE GAME. NO ONE PLAYER CAN RUN FOR BOTH PITCHER AND CATCHER
SCORES: WINNING TEAM MUST REPORT GAME SCORE TO T.D.
BATS:

MUST MEET ASA STANDARDS

BATTING  HELMETS: MUST HAVE FACE MASKS
UNIFORMS:

ALIKE IN COLOR, MUST BE WORN PROPERLY AS THE MANUFACTURER INTENDED.  NUMBERS MUST BE AT LEAST 6", CONTRASTING AND NO MORE THEN 2 DIGITS.

COACHES: 

NO COACHES OUT OF THE DUGOUT WHEN ON DEFENSE. COACHES SHOULD TRY TO DRESS IN TEAM COLORS AND NO OPEN TOED SHOES OF ANY KIND WILL BE ALLOWED FOR SAFETY PRECAUTIONS.

JEWELRY: NO JEWELRY. RUBBER WRIST BANDS ARE NOT ALLOWED. MEDICAL TAGS ONLY AND THEY MUST BE TAPED.  
WARM-UP PITCHES: 5 FIRST INNING, 3 EVERY INNING AFTER. NO INFIELD BALLS AFTER THE FIRST INNING.
BATTERS: 1 FOOT IN BOX UNLESS FORCED OUT, PASSED BALL, SWUNG AT OR PLAY BEING MADE.
CELL PHONES: 

NO COMMUNICATION DEVICES ALLOWED ON THE FIELD OR DUGOUT.

INFIELD PRACTICE: NO INFIELD BETWEEN GAMES. NO PRACTICE ON THE INFIELD DIRT AT ANY TIME.
PROTESTS:

FOR RULE INTERPRETATION ONLY. $150 CASH AT TIME OF PROTEST. COACHES MUST NOTIFY THE PLATE UMPIRE AT THE TIME OF THE PROTESTED INFRACTION. UMPIRE WILL NOTIFY THE UIC. GAME WILL NOT BE PLAYED UNTIL PROTEST IS SOLVED. (COACHES DO NOT CONTINUE PLAY UNTIL THE UIC HAS BEEN TO YOUR FIELD AND MADE A DECISION. IF YOU ALLOW THE GAME TO CONTINUE, THE PROTEST WILL BE CONSIDERED RESOLVED AND WILL NOT BE HEARD NOR ACTED UPON.  I HOLD THE COACHES AS RESPONSIBLE FOR THE PROTEST ENFORCEMENT AS I DO THE UMPIRES ON THE FIELD.)

EJECTIONS:

PLAYERS- MINOR 1, MAJOR 2, FIGHTING DECIDED BY TOURNAMENT STAFF.

COACHES- MINOR 2, MAJOR DECIDED BY STAFF

CHAMPIONSHIP RAIN PROCEDURE

IF RAIN DELAYS CHAMPIONSHIP ROUND GAMES ON SATURDAY, WE WILL NOT START A GAME ON SUNDAY UNLESS IT IS IN CONTINUATION OF PRIOR GAMES THAT STARTED ON SATURDAY.  EXAMPLE: RAIN DELAYS GAMES BUT WE START THEM BACK PRIOR TO 8 PM, SATURDAY WE WILL CONTINUE TO START AND FINISH GAMES UNTIL COMPLETION.  IF GAMES CAN NOT START BEFORE 8 PM,SATURDAY THEN THE TOURNAMENT IS OVER.  IF WE START GAMES PRIOR TO 8 PM AND AT ANY POINT RAIN BRINGS US BACK OFF THE FIELD AFTER 8 PM AND WE CAN NOT RESUME PLAY WITHIN ONE HOUR, TOURNAMENT IS OVER.

Designated Player
1. A team may start with nine or ten players in the lineup. If they start with nine, they can never increase to ten. If they start with ten (using the DP), they can, at any time, reduce to nine and/or increase back to ten. They may end the game with nine or ten in the lineup. The role of the DP is never terminated by rule.

2. A designated player (DP) may bat for any player provided it is made known prior to the start of the game. Once designated to bat for a player, the DP can bat only for that player and any substitutes for that player.

3. The DP position, if used, must be indicated on the lineup as one of the nine batting positions.

4. The player for whom the DP is hitting (FLEX) must be listed in 10th position of the lineup.

5. The DP and the FLEX, like all starting players, may reenter the game one time provided it is in their original position in the lineup.

6. All players, including the DP and the FLEX, must leave and reenter the game from their original slot in the lineup. Substitutes for any player, including substitutes for the DP and the FLEX, must be recorded and tracked in that player’s original slot in the lineup.

7. Rules Governing the DP:
a. The DP must play offense to be in the game. The DP can never play defense only.

b. The DP may play defense for any player in the lineup or for the FLEX.

1. If the DP plays defense for any player in the lineup, that player becomes a hitter only, continues to bat in her same position in the lineup, and has not left the game. The team is playing with ten.

2. If the DP plays defense for the FLEX, the FLEX has left the game. The team is playing with nine.

c. DP may be replaced as a hitter or runner by a substitute or by the FLEX. When this happens the DP has left the game and must reenter (if eligible) in order to be in the game again.

1. If the DP is replaced by a substitute, that substitute becomes the DP and has all the privileges of the DP position. The team is playing with ten players.

2. If the DP is replaced by the FLEX, the FLEX is playing both offense and defense and the team is playing with only nine players.

3. The DP, the DP’s substitute, or the FLEX can never play offense at the same time.


8. Rules Governing the FLEX:
a. The FLEX must play defense to be in the game. The FLEX can never play offense only. The FLEX can play any defensive position.

b. The FLEX may only play offense for the DP in the DP’s position in the lineup.

1. If the FLEX plays offense for the DP, the DP has left the game. The team is playing with nine.

The FLEX may be replaced on defense by a substitute or by the DP. When this happens the FLEX has left the game and must reenter (if eligible) in order to be in the game again.

2. If the FLEX is replaced by the DP, the DP is playing both offense and defense and the team is playing with only nine players.

3. The FLEX and the FLEX’s substitute can never play defense at the same time.

4. The FLEX and the DP can play defense at the same time. For this to happen the DP must be playing defense for another player in the lineup and not for the FLEX.

9. Clarifications:
a. If the FLEX is playing offense for the DP and the DP reenters, or a substitute for the DP enters or re-enters, the FLEX player can return to the number 10 position and play defense only or can leave the game if the DP is going to play defense for her.

b. If the DP is playing defense for the FLEX and the FLEX reenters, or a substitute for the FLEX enters or reenters, the DP can remain in the DP position in the lineup and play offense only, can play defense for another player in the lineup, or can leave the game if the FLEX is going to play offense for her.

10. Effects:
a. Placing the FLEX player into the first nine positions in the lineup for a player other than the DP is considered an illegal substitution. The illegal substitute (the FLEX) shall be removed from the game and restricted to the dugout/bench.

b. Any other infraction involving the DP or the FLEX player is a violation of the substitution rule, the re-entry rule, or the batting out of order rule.
